This is a flat pet mat with a 24V heating element built into it. The design answers a specific problem. Tile and laminate pull heat out of a resting animal quickly, and a pet will hunt for the warm patch of floor until the sun moves. A heated mat puts a controlled warm surface where the animal already wants to lie, instead of asking it to use a different spot.
